The problem of this investigation involves understanding the intricacies of innovation and development, in the context of fostering economic freedom, and the (in)adequacy of these premises to the structures of “government as platform”. As a hypothesis, intending to analyze the legal rationality of the aforementioned concept, Law No. 14,129 of March 29, 2021 will be investigated, with emphasis on its concepts, principles and rules related to the subject. Furthermore, the objective of this research is to point out the main aspects concerning the promotion of innovation and development, in the context of economic freedom, based on government structures as platforms. The deductive method will be used starting out, in broader lines, on the intertwinings that connect innovation, development and economic freedom to, subsequently, advance to the more specific object of government structures as platforms. The research will be qualitative and based on literature review.
