PUBLIC POLICY NETWORKS
Analysis of the Action Plan for the Promotion of Employability (PAPE) in Angola

This article aims to analyze the "Action Plan for the Promotion of Employability" (PAPE) from the theoretical perspective of "policy networks". The PAPE is an Angolan public policy, structured in three intervention measures: i) vocational training, ii) professional internships, and iii) financial support and professional kits, and aims to promote youth employment. Based on the literature review, the article sought to understand, from the perspective of policy networks, the main actors and their roles in the process of implementing the PAPE measures, as well as the relationships, the form of interaction and the resources that the actors use in carrying out the activities of the measures in question. Through documentary analysis and a review of the literature, it was possible to verify the existence of public and private actors who interact in a cooperative manner, with each actor playing a role of its specialty, through the application of resources to carry out activities inherent to the PAPE. It is hoped that this article will pave the way and contribute to the debate and production of national scientific literature on policy networks in different sectors of Angolan public policy.
