PLANNING IN MUNICIPALITIES OF THE FURNAS LAKE REGION: PLANNED ACTIONS FROM THE PERSPECTIVE OF HUMAN RIGHTS TO WATER AND SANITATION

Abstract

The UN recognized in 2010 the Human Rights to Water and Sanitation (HRWS), strengthening and encouraging actions aimed at the universalization of basic sanitation. For this, strategic planning to map vulnerabilities and propose concrete actions is necessary. Municipal Basic Sanitation Plan (MBSPs) elaborate strategies that, based on the sanitary and environmental diagnosis of the municipality, point out interventions to achieve the objective. Thematic-categorical content analysis was used to evaluate whether MBSPs are engaging with the normative content and fundamental principles of HRWS, which are the categories of analysis themselves. The evaluation covers the 39 municipalities that make up the Association of Municipalities of Lago de Furnas. Of these, only 15 have their respective MBSP available for consultation, whose planned actions were the object of this work. After content analysis, it was observed that the planning paradigm still relies on structural measures of basic sanitation. Actions with interventions in infrastructure are unanimous within the observed plans, while "participation," "economic accessibility," and "equality and non-discrimination" are not given the necessary protagonism to minimize the persistent deficit in services. "Sustainability" and "access to information and transparency" were recurrently addressed, indicating that these issues are part of the current planning paradigm. Finally, evaluating plans from the perspective of human rights is challenging as they address spheres beyond planning. Regardless of this condition, the plans still reflect an archaic paradigm of disharmony between structural and transformative actions.

Sonaly Rezende Borges de Lima, Universidade Federal de Minas Gerais

Professora do Departamento de Engenharia Sanitária e Ambiental da UFMG desde 2009. Possui graduação em Engenharia Civil, com ênfase em Saneamento, pela UFMG (1997); Mestrado pelo Programa de Saneamento, Meio Ambiente e Recursos Hídricos da UFMG (2000); Doutorado pelo Centro de Desenvolvimento e Planejamento Regional da UFMG (Cedeplar) (2005); Pós-Doutorado no Departamento de Engenharia Sanitária e Ambiental da UFMG (2005 a 2009). Atua na área de saneamento básico, no âmbito das políticas públicas, com foco na gestão e prestação dos serviços, na participação e controle social, com especial interesse nas populações rurais e periurbanas. Atuou na coordenação adjunta do Programa Nacional de Saneamento Rural (2015-2019) e do Plano Nacional de Saneamento Básico - Plansab (2009-2013).
