UMA REVISÃO DA LITERATURA SOBRE A APLICAÇÃO DA ANÁLISE ENVOLTÓRIA DE DADOS (DEA) NA AVALIAÇÃO DE EFICIÊNCIA EM SERVIÇOS DE SAÚDE PÚBLICOS (2015-2025)

Abstract

Este artigo apresenta uma revisão sistemática da literatura sobre a aplicação da Análise Envoltória de Dados (DEA) para a avaliação da eficiência no setor de saúde pública, cobrindo publicações de 2015 a 2025 indexadas na base Scopus. A partir de 37 artigos selecionados, identificaram-se cinco principais focos de aplicação: (1) avaliação de sistemas de saúde em nível nacional e regional; (2) eficiência de hospitais e unidades específicas; (3) fatores determinantes da eficiência — qualidade, recursos humanos e gestão; (4) acesso a tratamentos e desigualdades geográficas; e (5) impacto da pandemia de COVID-19. Em termos de modelos DEA mais empregados, destaca-se a predominância dos modelos CCR e BCC para análises estáticas, do Índice de Malmquist para avaliações dinâmicas de produtividade, e da DEA em dois estágios combinada a regressões Tobit para controle de fatores exógenos. O modelo SBM (Slack-Based Measure) emerge como alternativa de crescente adoção. Quanto às variáveis mais selecionadas, os insumos (inputs) incluem, sistematicamente, recursos humanos (médicos, enfermeiros), infraestrutura (leitos, número de unidades) e gastos públicos; os produtos (outputs) variam entre métricas de atividade operacional — consultas, internações, cirurgias — em estudos de nível micro, e indicadores de saúde populacional — expectativa de vida, taxas de mortalidade — em estudos de escopo macro. As principais tendências de pesquisa apontam para a combinação de DEA com análise espacial e econometria, a incorporação da qualidade como variável indesejável, a crescente atenção ao trade-off entre eficiência e resiliência sistêmica, e a necessidade de modelos hierárquicos e escaláveis que integrem os diferentes níveis de governança do setor público.
