UMA REVISÃO DA LITERATURA SOBRE A APLICAÇÃO DA ANÁLISE ENVOLTÓRIA DE DADOS (DEA) NA AVALIAÇÃO DE EFICIÊNCIA EM SERVIÇOS DE SAÚDE PÚBLICOS (2015-2025)

Resumen

Este artículo presenta una revisión sistemática de la literatura sobre la aplicación del Análisis Envolvente de Datos (DEA) para la evaluación de la eficiencia en el sector de salud pública, cubriendo publicaciones de 2015 a 2025 indexadas en la base Scopus. A partir de 37 artículos seleccionados, se identificaron cinco focos principales de aplicación: (1) evaluación de sistemas de salud nacionales y regionales; (2) eficiencia de hospitales y unidades específicas; (3) factores determinantes de la eficiencia; (4) acceso a tratamientos y desigualdades geográficas; y (5) impacto de la pandemia de COVID-19. Entre los modelos DEA más utilizados, predominan los modelos CCR y BCC para análisis estáticos, el Índice de Malmquist para evaluaciones dinámicas y el DEA en dos etapas con regresión Tobit para el control de factores exógenos. Las variables de entrada (inputs) incluyen recursos humanos, infraestructura y gastos; los productos (outputs) varían entre métricas operacionales en el nivel micro e indicadores de salud poblacional en el nivel macro. Las tendencias apuntan hacia la integración de DEA con análisis espacial y la necesidad de modelos jerárquicos y escalables.

Caio Bruno Cruz, Universidade Federal de São Carlos

Estudiante de maestría en Administración en la Universidad Federal de São Carlos (UFSCar), investigador en el Centro de Ciencias en Gestión y Tecnología, en la línea de investigación de Gestión Financiera y Desempeño Organizacional. Graduado en Administración Pública por la FGV-EAESP (2023), con formación orientada a la investigación en implementación de políticas públicas en Brasil y América Latina. Se desempeñó como Analista de Proyectos en la Fundación de Desarrollo de la Unicamp, en el proyecto de Behavioral Insights aplicado a la Economía de los Pequeños Negocios.

Naja Brandão Santana , Universidade Feral de São Carlos

Posee licenciatura en Administración de Empresas por el Instituto Federal de Bahía (2004) y licenciatura en Ciencias Contables por la Universidad Federal de Bahía (2004). Obtuvo una maestría (2008) y un doctorado (2012) en Ingeniería de Producción por la Escuela de Ingeniería de São Carlos de la Universidad de São Paulo (EESC/USP), en el área de Economía, Organizaciones y Gestión del Conocimiento. Realizó una estancia de investigación de cuatro meses en la Universidad de Salamanca (España) en 2011. En 2016, finalizó un posdoctorado en el Programa de Posgrado en Ingeniería de Producción en la EESC/USP. Actualmente, es Profesora Adjunta en el área de Gestión Financiera en el Centro de Ciencias en Gestión y Tecnología (CCGT) de la Universidad Federal de São Carlos (UFSCar), campus Sorocaba, impartiendo clases en el programa de Administración de Empresas. Sus áreas de investigación incluyen: Ingeniería Económica, Gestión de Costos, Economía de la Salud, Análisis de Desempeño de Sistemas Productivos y Análisis de Desempeño de Políticas Públicas.
