Abstract

This paper investigates the exercise of federative autonomy by 21 Brazilian Federated States based on the way they fund their respective State Secretariats of Finance and Planning under their Annual Budget Laws (LOAs). The comparative methodology is used from several perspectives, as a way to explore the choices made by the different Federated States in their annual budgets and, in the same sense, to observe intra-bureaucratic dynamics and between State and societies in the federated units studied. Even with the broad scope adopted in the present research, it is possible to identify very distinct dynamics in the comparison between states of similar profiles, as well as regularities when comparing states of different profiles. It is also possible to perceive a substantial difference between the budget standards in force in the State Secretariats of Finance in relation to the State Secretariats of Planning, in ample advantage in the allocation of resources to the former. These results point to the intense exercise of federative autonomy by the Brazilian Federated States, in addition to highlighting the need for more studies that share this focus on national federalism.
