Abstract

Public transparency is fundamental for the consolidation of democracy and the promotion of ethical and efficient public management. This article analyzes the transparency practices of municipalities in the Metropolitan Region of Agreste, Alagoas, in light of the legal requirements established by the Fiscal Responsibility Law (LRF) and the Access to Information Law (LAI). Using a qualitative approach, municipal transparency portals were examined with a focus on compliance with Article 48 of the LRF, along with the active transparency indices measured by the Radar da Transparência Pública for the years 2022, 2023, and 2024. The results revealed significant challenges, including low compliance with fiscal transparency instruments such as the Summary Budget Execution Report (RREO) and the Fiscal Management Report (RGF), as well as a downward trend in active transparency indices. Despite specific advances, such as high adherence to the Multi-Year Plan (PPA), the data highlighted weaknesses related to standardization, accessibility, and the timely updating of information. The analysis also underscored the role of the National Program for Public Transparency (PNTP) in standardizing and evaluating transparency practices, fostering a culture of accountability in municipalities. It is concluded that overcoming the identified gaps requires strengthening transparency policies, adopting advanced technologies, providing continuous training for managers, and intensifying oversight actions by the Courts of Accounts. These measures are essential to consolidate transparency as a fundamental right, enhancing public trust and administrative efficiency in municipal management.
